I hope this helps and show that sharing isn't that painful. You can do that on "laptop 2" as well and share folders to "User A". Go to the properties of the folder you're willing to share, Share tab, Advanced share, check "Share this folder", change the name if you want, click on Credentials (Authorizations), remove "Everyone" and add "User B", put whatever rights you want, apply and that's it. In "member of" tab, remove "Users" and validate (this will make the freshly created user limited, it can't open a session, for example). Now, close the user creation dialog, and double click on the user you've created on the list. Name it "user B", give it a password, uncheck "user has to change password" and validate. Go to Computer management > System tools > Users and local groups > Users. I've got a home server with shared folders that everyone at home can access with their username and password.

It's similar to using drive/dropbox/onedrive, but there's no external storage involved outside of your linked devices. Every device that you authorize has a copy of the data, so you get the best possible speed when working on it on any PC, and it gets updated to the other devices as soon as there's any changes. It's not exactly the same as normal windows file sharing, because the shared folder exists in both PC's, and it works beyond your local network, but i think it's a great solution for shared folders. I just haven't really dug too deep in it because i'm satisfied with my current setup. I'm not aware of any built-in windows way to solve this problem, but it may exist. They could also walk up to your PC and log in then, plus other possible problems.

And i know what you mean about needing a user account for the other person in order to give them full access but still be private. I'm assuming you're mentioning a password because you just want it to not be "open" to your local network.
